ProEducation Solutions Releases Browser-Based R2T4 Calculator Aligned to July 1, 2026 Final Rules

Single-file web tool handles standard, modular, and clock-hour R2T4 calculations with no installation or data transmission — fully compliant with 34 CFR 668.22 as amended effective July 1, 2026

Miami, FL, May 22, 2026 — ProEducation Solutions today announced the release of its Return to Title IV (R2T4) Calculator, a fully browser-based compliance tool aligned to the Final Rules amending 34 CFR 668.22, effective July 1, 2026. The calculator is  a single, self-contained HTML file that runs entirely in the user’s browser — requiring no installation, no server, and no transmission of student data.

Developed in response to significant regulatory changes published January 3, 2025 in the Federal Register, the tool addresses the five major amendments to the R2T4 process that institutions must implement beginning July 1, 2026: the new attendance-based modular denominator, the optional withdrawal exemption, the revised clock-hour payment-period method, the 14-day withdrawal determination requirement for attendance-required schools, and expanded post-withdrawal disbursement analysis.

Key Features and Regulatory Compliance

The R2T4 Calculator addresses each of the five major amendments to 34 CFR 668.22 effective July 1, 2026, as well as long-standing R2T4 requirements:

• New Module Treatment (668.22(l)(9)). The denominator of the percentage-completed calculation now includes only days in modules the student actually began attending. Modules the student was enrolled in but never attended are excluded. The R2T4 Freeze Date (RFD) is eliminated. Each module has an “attended” checkbox; the calculator automatically adjusts the denominator and displays which modules are counted versus excluded.
• Optional Withdrawal Exemption (668.22(a)(2)(ii)(A)(6)). A new four-condition bypass allows institutions to forgo the R2T4 calculation entirely when all conditions are met: the student is treated as never having begun attendance, all Title IV aid is returned (including credit balances), all institutional charges are refunded, and any remaining balance is written off. The calculator evaluates all four conditions simultaneously and flags compliant exemptions.
• Clock-Hour Payment-Period Method (668.22(f)(1)(ii)(A)). The cumulative clock-hour method is no longer permitted for withdrawals on or after July 1, 2026. The calculator enforces the payment-period-only method: percentage completed equals scheduled clock hours at withdrawal divided by total clock hours in the payment period.
• 14-Day Withdrawal Determination (688.22(b)(2)). For institutions required to take attendance, the date the institution determines the student withdrew must be documented no later than 14 calendar days after the student’s last date of attendance. The calculator surfaces this deadline automatically on the results page when the attendance-required toggle is enabled.
• Aid That Could Have Been Disbursed. The Title IV aid entry table includes a separate column for aid that could have been disbursed but had not yet been paid at the time of withdrawal. Both columns are combined before the earned percentage is applied, consistent with the R2T4 formula. This field also drives the post-withdrawal disbursement analysis.
• Post-Withdrawal Disbursement Analysis. When earned aid exceeds the amount actually disbursed, the calculator generates a full per-aid-type PWD breakdown showing the PWD amount owed for each program and the applicable regulatory deadline: 45 days for grants, and 30 days to notify with 180 days to disburse for loans.
• Scheduled Break Entry with Date Validation. Scheduled breaks require both a start and end date. The calculator automatically computes the number of days in each break and color-codes qualifying breaks (5 or more consecutive days, green) versus non-qualifying breaks (fewer than 5 days, red). Only qualifying breaks are excluded from the payment period denominator.
• Batch Processing. Tab 3 supports CSV drag-and-drop upload for processing multiple students simultaneously. All calculations run client-side. Results include per-student status (no return required, return required, not withdrawn, exemption applied, PWD eligible), and the full results page for any student is accessible with one click. Results can be exported to CSV and imported into the school’s Student Information System.
