ProEducation Solutions Releases Direct Loan Proration Calculator Suite Aligned to July 1, 2026 Federal Rules
Two browser-based calculators automate mandatory less-than-full-time loan proration for financial aid administrators, eliminating manual calculation and reducing compliance risk for the 2026–2027 academic year.
Miami, FL, May 15, 2026 — ProEducation Solutions today announced the release of the Direct Loan Proration Calculator Suite, a pair of purpose-built, browser-based tools designed to help financial aid administrators implement the mandatory less-than-full-time (LTFT) loan proration requirements effective July 1, 2026 under the Department of Education’s final rules at 34 CFR.
Effective July 1, 2026, institutions are required to prorate Direct Loan eligibility proportionally for students enrolled less than full-time — a significant change from prior practice in which proration was applied only on a case-by-case basis. The new suite automates this calculation across all loan types, student levels, and term structures, providing transparent, auditable results without requiring installation, a server, or any student data to leave the institution’s network.
“Financial aid offices are facing one of the most consequential rule changes in years, with very little time to adapt their workflows. These calculators give administrators an immediate, compliant solution that runs right in their browser — no IT involvement, no setup, no risk of student data exposure.”

THE CALCULATOR SUITE
The suite consists of two distinct calculators, each addressing a specific proration scenario defined in federal guidance:
Scenario A: Term Enrollment Proration Calculator
Designed for students enrolled less than full-time across a standard academic year, this calculator computes prorated Direct Loan eligibility on a term-by-term basis. Enrollment intensity — the ratio of enrolled credits to full-time credits per term — determines each term’s preliminary disbursement amount. Unused term allocation rolls forward to subsequent terms per workbook logic, ensuring the annual prorated total is fully distributed across included terms.
Key capabilities include:
- Per-term enrollment intensity calculation with automatic rollover of unused allocation
- Proportional subsidized and unsubsidized split applied at the term disbursement level
- Legacy interim exception toggle for borrowers who received a Direct Loan on or before June 30, 2026
- Institutional program cap field supporting consistent program-level borrowing limits
- Batch processing via drag-and-drop CSV upload with results export to CSV and JSON
- Built-in QA verification confirming term totals reconcile to the prorated annual amount
Scenario B: Short Period / Graduating Borrower Proration Calculator
Designed for graduating borrowers, students in programs shorter than a full academic year, and transfer students with reduced remaining coursework, this calculator implements the federal two-formula requirement. Both the credit-hour formula (remaining credits ÷ full AY credits) and the weeks-of-instruction formula (remaining weeks ÷ full AY weeks) are calculated simultaneously. Federal regulations require applying the lesser of the two results — the calculator identifies and applies the lower amount automatically.
Key capabilities include:
- Simultaneous calculation of both required federal proration formulas
- Automatic lesser-of determination with a clear visual comparison of both results
- Student ID and name fields that carry through to the audit trail and batch export files
- Full calculation audit trail displaying every intermediate value for compliance review
- Batch processing via drag-and-drop CSV upload with results export to CSV and JSON
- Half-time enrollment warning when calculated eligibility falls below the 50% threshold
REGULATORY ALIGNMENT
Both calculators are aligned to the post-July 1, 2026 loan limit schedule, reflecting recent changes announced by Federal Student Aid including the elimination of the Graduate PLUS loan, the $20,000 annual cap on Parent PLUS loans (which are excluded from the Schedule of Reductions), and the $50,000 annual limit for professional degree students. Undergraduate annual loan limits are unchanged.
Rounding methodology follows Schedule of Reductions guidance: enrollment percentages use standard half-up rounding (e.g., 87.5% rounds to 88%), while all dollar reduction outputs use the Department of Education’s prescribed truncation policy, dropping decimal places without rounding up. Legacy interim exception support is included for borrowers qualifying under the transition provisions applicable to students enrolled and borrowing as of June 30, 2026.
“Every intermediate value is shown — enrollment percentage, preliminary amounts, rollover, sub/unsub split. An administrator can hand this output to an auditor and trace every dollar back to the inputs. That transparency is by design.”
— ProEducation Solutions, Federal Aid Compliance Team
DEPLOYMENT & AVAILABILITY
Both calculators are delivered on ProEd’s processing platform. No installation, server infrastructure, or database is required. All calculations execute locally within the user’s browser, and no student data is transmitted to any external system. The tools are compatible with all modern browsers and can be distributed across an institution’s financial aid team.
Batch processing supports CSV files with one student record per row, using a downloadable template that includes all required fields. Results can be exported as CSV for spreadsheet review or as structured JSON for integration with downstream reporting systems. Exports are date-stamped automatically.
The calculator suite is available now. Institutions interested in implementation support, staff training, or custom configuration should contact ProEducation Solutions directly at: info@proed.org.
