• Part-time Scholarship Coordinator (March 2000 to April, 2005)
  (Part time consulting arrangement)
  Responsibilities include the administration of the Foundation scholarship programs. This included awarding student scholarship, donor contacts and stewardship. Negotiated and finalized several new agreements with local hospitals and medical facilities to provide scholarships to nursing students who agree to work for those facilities. Total scholarships awarded to students, including hospital programs, increased by over $400,000 during my tenure. 

NORTHAMPTON COMMUNITY COLLEGE
Bethlehem, PA

• Director of Financial Aid (November 1993 to March 2000)
  (Retired from my full time position)
  Responsibilities include the administration of all Federal, State, Local, and private student aid programs. Established and implemented institutional polices in compliance with federal and state requirements. Lead a staff of 10 and improved the administration of the programs. Lead the office to full regulatory compliance. This resulted in excellent audits with no exceptions. Improved procedures in the office from a totally manual operation to a fully automated process. Increased funding levels from $2.8 million in 1993 to over $10 million in 2000. (Retired in March 2000)

PENNSYLVANIA HIGHER EDUCATION ASSISTANCE AGENCY
Harrisburg, PA

• Assistant Vice President, Special Services (August 1993 – November 1993)
  Responsibilities include the leadership of a team of 38 professional staff members and the development of microcomputer and mainframe software products to assist financial aid administrators manage student aid programs effectively. (Had to leave the job due to an illness of a family member)

NEW JERSEY DEPARTMENT OF HIGHER EDUCATION
OFFICE OF STUDENT ASSISTANCE
TRENTON, NJ

• Executive Director, Office of Grants and Scholarships (May 1990-August 1993)
  Responsibilities include the administration of State Grant and Scholarship programs for the State of New Jersey with a total budget of $150 million; managing highly computerized operations; supervision of a team of 29 professionals and support staff; preparation of the annual budget for approval of the governing public boards, the Governor’s office and state legislators; representing the Department at professional conferences; managing and coordinating the activities of the Student Assistance Board, student and professional advisory committees; establishing state wide policies for the distribution of need-based and merit-based student aid. Increased funding for the major state grant program from $75 million in 1990 to $129 million in 1993. Established electronic communication systems and developed microcomputer products for participating institutions. Improved communication with the financial aid community and developed positive working relationships with financial aid administrators and the Governor’s Student Assistance Board.

KUTZTOWN UNIVERSITY OF PENNSYLVANIA
Kutztown, PA

• Director of Financial Aid (1978-1990)
  Responsibilities include the administration of federal, state and private sources of funds (totaling $13 million annually); establishing and implementing institutional policies, and supervising an office staff of 12; communicating with the campus community, parents, students, high school counselors, and donors. Increased funding levels from $3.8 million in 1978 to $13 million; developed and implemented new procedures at the Business Office which resulted in improvements that eliminated audit and program review problems; developed programs for students and parents that helped create a positive image of the office. The Financial Aid Office received several commendations from the publics served. Expanded the federal work-study and college employment programs on campus and administered an off-campus summer program.

LEHIGH COUNTY COMMUNITY COLLEGE
SCHNECKSVILLE, PA

• Director of Financial and Student Aids (1969-1978)
  Established and implemented institutional/financial aid policies. Administered all sources of funds, the federal work-study and college employment programs. Office was rated by management as “the best operated, most efficient, and with the highest morale”. Increased funding levels from $75,000 in 1969 to $700,000 in 1978. Supervised the Day Care Center, and coordinated Veterans Affairs activities.
